Terrorism Risk Insurance Act (TRIA) Reauthorization Bill Introduced

Since 2025, BOMA’s Advocacy team has been calling on Congress to take up a clean, long-term reauthorization of TRIA to avoid creating uncertainty and disruptions in the commercial real estate industry. Our efforts have included letters to Congress from BOMA and in conjunction with the Coalition to Insure Against Terrorism (CIAT).

BOMA’s position has been that introduction and action on legislation was necessary early in the year to ensure passage in 2026. That’s why it was no surprise when in late January Rep. Mike Flood (R-NE), Chairman of the House Financial Services Committee (HFSC) Housing and Insurance subcommittee, introduced H.R. 7128, the TRIA Program Reauthorization Act of 2026.

The introduced bill included minor changes to the program that Flood and other committee members believed were necessary to improve its effectiveness. A mark-up of the legislation was also promptly scheduled for January 22. In response, BOMA again sprang into action, launching a mini promotional campaign designed to support Flood and the bill. In a joint letter, penned by Chair and Chief Elected Officer Luci Smith, and President and COO, Mary Lue Peck, BOMA laid out its support for the legislation and the need for prompt action. The letter cited the fact that terrorism is still a threat and that reauthorization was necessary to prevent disruption and uncertainty in the industry.
